Финансовое закрытие сделки по проекту строительства центральной части Западного скоростного диаметра (ЗСД) состоялось в пятницу на Петербургском международном экономическом форуме (ПМЭФ). Администрация Петербурга и ОАО «ЗСД» (на 100% принадлежит городу) подписали соглашение с ООО «Магистраль Северной столицы» (МСС) и консорциумом банков. 
МСС, сформированная ВТБ Капитал, Газпромбанком, строительными компаниями Astaldi, Ictas Insaat и Mega Yapi, в августе прошлого года выиграла концессионный конкурс на строительство центрального участка ЗСД. Она взялась построить 11,5 км дороги за 106 млрд руб. По информации Комитета по инвестициям и стратегическим проектам (КИСП), общая стоимость ЗСД составляет 212,7 млрд руб., из которых 50,7 млрд (23,8%) – средства федерального бюджета по соглашению о ГЧП; 54,1 млрд (25,5%) – средства бюджета Петербурга и межбюджетные трансферты; 25 млрд (11,7%) – облигационный заем под госгарантии и 82,9 млрд (39%) – частные инвестиции. По сообщениям банков, общий объем инвестиций в проект – 206 млрд руб. 
Концессионер договорился с банками о привлечении примерно 60 млрд руб. (эквивалент 1,5 млрд евро). ЕБРР подтвердил предоставление кредита на сумму 200 млн евро (8 млрд руб.). Евразийский банк развития выделит 10 млрд руб., Внешэкономбанк – 25 млрд руб., ВТБ Капитал и Газпромбанк – по 9,5 млрд руб., уточнили в пресс-службе КИСП, добавив, что ВТБ и Газпромбанк предоставят также по 2,5 млрд руб. на создание кредитно-оборотного капитала. В общий объем частных инвестиций вошли также 21 млрд руб. средств консорциума МСС, в том числе 11 млрд руб. НДС с общего объема частных инвестиций. МСС подписала в пятницу кредитные договоры с банками, а также подрядный контракт с Astaldi и Ictas Insaat. 
Стоимость строительства составит около 90 млрд руб., а общий объем инвестиций в центральный участок дороги в течение 2012-2015 гг. превысит 120 млрд руб., сообщил руководитель департамента финансирования инфраструктуры ВТБ Капитал Олег Панкратов. В эту сумму входят средства на обслуживание кредитов во время строительства, уточнил он. Завершить стройку МСС по условиям договора должна к 2015 г. Срок окупаемости проекта – свыше 10 лет, говорит Панкратов. Договоры с банками заключены на 12 лет, добавил он. Условий кредитования он не называет. 
Средневзвешенная стоимость кредитов – 8-9%, подсчитал начальник аналитического отдела ИК БФA Денис Демин. 
Дорога будет платной, минимальный гарантированный доход от ее эксплуатации должен составить 9,6 млрд руб. Ежедневный трафик новой магистрали, по данным ЕБРР, – до 140000 автомобилей. По оценке Панкратова, доходность проекта составит 15-20%. У частного капитала есть определенные сомнения, что такая доходность в этом проекте достижима, отмечает Демин. Строительство обходится дорого, а платить за дорогу, если можно объехать, у нас не очень любят, объясняет аналитик. Строительство центрального участка начнется в сентябре-октябре этого года, сообщил гендиректор ОАО «ЗСД» Игорь Лукьянов. 
Призрачный тоннель 
В федеральном инвестиционном фонде предусмотрены средства на строительство Орловского тоннеля, сообщил на пресс-конференции во время ПМЭФ министр транспорта Максим Соколов. Проект Орловского тоннеля длиной 1 км под Невой стоит 47,7 млрд руб., финансировать его в равных долях собирались городской бюджет, федеральный инвестфонд и концессионер – НКК, подконтрольная компании Виталия Южилина First Quantum. В этом году администрация Петербурга отказалась от реализации проекта, который сочла нецелесообразным, предложила потратить средства инвестфонда на другие объекты инфраструктуры – в частности, на реконструкцию Обводного канала. По словам Соколова, правительство России готово софинансировать тоннель, если решение о его строительстве будет принято. По его словам, средства остаются в инвестфонде, использовать для других проектов их можно в заявительном порядке.
