VTB Capital discusses public-private partnership issues

Andrei Kiselev, Deputy Head of Infrastructure Capital and Project Finance at VTB Capital, participated in the conference “Public-private partnership: current agenda”, held on May 29 in Moscow.
Kiselev participated in a panel session with a presentation on the topic of “Implementation of the Western High-Speed Diameter project – key aspects of a successful PPP project”. He noted that the PPP model is a preferred method for realizing large-scale, capital intensive, socially beneficial infrastructure projects since it attracts long-term private financing on reasonable terms.
VTB Capital is a leading investor in Russian infrastructure and implements landmark PPP projects in partnership with international consortia. In February 2015, the rebuilt Pulkovo airport terminal resumed full-scale operations, while construction of the Western High Speed Diameter and bridges across Kama River in the Udmurt Republic is under way. Moreover, VTB Capital currently supports the financing, construction and operation of sections 7 and 8 of the high-speed M-11 “Moscow – St. Petersburg” road.
During the conference the participants analyzed major PPP trends and projects for 2015, discussed best practice for international and Russian companies in the industry, and outlined strategic plans for the industry’s future development.
