Andrei Kiselev, Deputy Head of Infrastructure Capital and Project Finance at VTB Capital, participated in the conference titled “Public-private partnerships (PPP) in the transport sector: best practice”, held on May 20 in Saint Petersburg.
Andrei Kiselev discussed key factors in the successful implementation of PPP projects and, as a case study, presented the Western High-Speed Diameter (WHSD) project. He noted that despite the tight deadlines and significant investment required during the construction phase, VTB Capital managed to attract long-term financing from Russian banks, as well as international financing from development institutions. The Northern and Southern parts of the highway are already operating in line with the schedule, and construction of the Central part is under way. WHSD construction is expected to be fully completed in 2016.
The event featured presentations and workshops by leading PPP experts from federal and regional government bodies, major state and private transport companies, as well as consultancies and legal firms.
